BHARATNETRA: ONE VISION, ONE FINANCE, ONE FUTURE 

The Government of Odisha, in partnership with the Global Finance & Technology Network (GFTN), is launching the Integrated Global Financial Technology Capability Hub (I-GFTCH) in Bhubaneswar. This marks the first time Odisha is launching a FinTech capability initiative of this scale and global integration. The I-GFTCH positions Bhubaneswar at the forefront of India’s evolving financial technology ecosystem and aligns with its national development objectives. 

As part of I-GFTCH, the Government of Odisha is launching the BharatNetra Hackathon to accelerate the development of cutting-edge solutions for the financial sector. The initiative aims to harness local talent, foster collaboration between innovators and industry, and deliver impactful, real-world solutions that enhance financial inclusion, resilience, and customer experience. 
 
India-based developers, start-ups, students and innovators are invited to take part in this hackathon to share creative solutions to address real-world problem statements around Insurance, FinTech and Financial Health.

Problem Statements

The hackathon challenges innovators to tackle real-world financial and insurance gaps in Odisha — from reducing health insurance claim rejections through smart data validation, to simplifying financial product selection via a vernacular chatbot, and enhancing customer engagement in rural areas using WhatsApp-based banking and insurance services.

Many health insurance claims are rejected due to missing or invalid data.

How might we design a rule-based engine that pre-validates insurance claim data for faster processing and fewer rejections?

In rural Odisha, customers actively use chat platforms like WhatsApp, yet banks and insurers have not fully tapped into this channel for customer servicing.

How might we design a WhatsApp-based customer engagement channel to boost engagement between consumers and financial institutions — supporting account inquiries, product information, transaction reminders, and other basic servicing needs across retail banking and insurance?

In Tier-3 towns, retail consumers face an overload of financial products, making it difficult to choose the right ones for their financial planning and investment needs.

How might we create and prototype a vernacular (Odia + Hindi) chatbot that helps them identify suitable financial instruments aligned with their goals and risk tolerance?

The hackathon is open to all developers, start-ups, students and innovators based out of India.

Who owns the code developed during the hackathon?

All participants should register their team and submit their hackathon entry by Friday, 23:59 IST on 19th September, 2025.

Is there a limit on the number of members in a team?

No. There is no such restriction. But all members of a team must be clearly listed and a lead participant nominated to be the contracting party. 

Are there any other requirements?

Yes, along with your application, you will need to consent to both the Terms and Conditions of the BharatNetra Hackathon 2025 and the hackathon platform Terms of Use during the registration process.

Must I be a registered company/firm to participate?

You need not be a registered firm for participation in the hackathon. Students are welcomed to apply as well.

How many problem statements can I apply for?

You can submit one proposal per problem statement. You can submit proposals for all the problem statements.

Can I submit multiple entries?

Yes, you may participate in solving multiple problem statements. However, please note only one proposal is accepted from an organization/team for a particular problem statement. Please ensure that the best solution is put forward. Any organization/team can submit proposals for all the problem statements.

Is there a cost associated to participate?

The hackathon is free of charge for teams/participants.

Does my solution need to focus exclusively on one problem statement?

No, your solution can aim to address the needs covered by more than one problem statement. We are looking at the uniqueness of the proposition and feasibility of the business model alongside to achieve the desired goal.

Do I need to submit a solution after being shortlisted?

Yes, the shortlisted entities need to submit a demo or Proof-of-Concept (POC) and a presentation which would be evaluated to decide the winners.

How will the winning proposals be selected?

There will be two rounds of evaluation. Proposals will first be reviewed by the organisers and our appointed judges. This is to shortlist the most promising participants to enter into the demo or Proof-of-Concept (POC) development phase of the hackathon. The shortlisted participants will subsequently submit their demo or POC and presentation to be assessed by a panel of independent expert judges convened by the organisers.

What is the deadline for registrations?

All participants should register their team and submit their hackathon entry by Friday, 23:59 IST on 19th September, 2025.

Will the information shared be kept confidential?

Information provided to us through the online application will be shared only on a need-to-know basis within the relevant event and evaluation teams. The information provided will be retained by us post the program for audit purposes and will not be shared without obtaining explicit permission from the applicant / authorized team member.
